To transmit to you, for your information,

a copy of a letter from the Colonial Office relative

to the murder of Yeung Yui Man in Hongkong. Yeung,

who was a British subject residing at Hongkong, was a

follower of Sun Yat Sen, the reformer, and was implicated

in the rising under Sun Yat Sen last Autumn.

The Acting Viceroy of Canton made an application

for his extradition in November last, on the ground

that he was implicated in the dynamite explosion at

Canton. This application, which was based on a confession

extracted by torture, was refused by Sir H. Blake, Governor

of Hongkong, pending proper evidence.

This took place on the 8th of January last; on the

10th, Yeung was murdered. You will see from

the Colonial Office letter that Sir H. Blake has

strong grounds for supposing that the Government of
